HPAS 2011 (2012): Notification, Exam Date, and Tips
71Himachal Pradesh Public Service Commission (HPPSC) has issued the notification for Himachal Pradesh Administrative Services (HPAS) 2011. The recruitment process of HPAS 2010 is yet to be completed, but the commission decided to go forward with its pre scheduled exam plan.
HPAS 2011 will be remembered for the shock that the commission has given to students. In an amazing move, the commission has reduced the maximum age limit for General Category students to 30 years. It means to say that anyone whose date of birth is before 1st January, 1982 (belonging to General Category) will not be able to fill the form of HPAS 2011. The relaxation for other categories is there, but one thing is very much certain that this move of the commission is not praiseworthy. The maximum age limit of UPSC Civil Services Examination is 30 years, and a State Public Service Commission is expected to give a bit more time than that of UPSC for obvious reasons.

The last date for receipt of completed application form is 31st January, 2012.
How to Apply:
Interested candidates may apply through Online and Offline mode. Applying through Online mode is really easy and all that is required to visit the commission’s website and follow the instructions. Aspirants residing in Himachal Pradesh can also get the hard copy of the form from the commission and go for offline mode. Though, anyone can get the hard copy of application through courier.

Eligibility Criteria:
Nationality: Indian
Qualification: Graduate (The commission has not mentioned anything about minimum percentage of marks in the graduation degree. Further, final year students are also eligible to fill the form.)
Age: Minimum 21 years. Maximum 30 years for General Category students. Relaxation for other categories according to the norms.
Desirable: Knowledge of customs and culture of Himachal Pradesh.
Scheme of Examination:
1. Preliminary Examination: It will consist of two objective type papers namely General Studies and Aptitude Tests. Both papers will contain 200 marks. There is a provision for Negative marking for every wrong answer. The nature of this test is just an attempt to weed out non-serious candidates and test only serious students for Mains – the next stage.

Though, it is tough to say about the exact date of the preliminary examination, but we may expect it to be organized in the month of April.

yes i called hppsc and the guy said that commission is considerinb to re-open the aplication process with revised age limit of 35 yrs.
@lalit: Dont worry, the decision to reduce age limit has been reverted by the govt and new age limit i.e 30 will be applicable from HPAS 2014(Source: Amar Ujala 2nd May). Also subsequent discussion with comision revelaed that the appliacation filling process will start again for those who were left ealier due to reduced age. S gear up for prelims and best of luck..

ATTEMPTS FOR GENERAL CATEGORY BECAUSE IN OUR CONSTITUTION IT IS MENTIONED THAT THERE WILL BE NO PARTIALITY ON THE BASIS OF RELIGION OR CASTE SO PLEASE THINK ABOUT IT AS H GOD HAS GIVEN US SIMILAR MIND THAN WHY THE GOVT. reducing age limit for general candidates is really not a right step taken by HP govt.

As per new age limit, first forms will be filled by those who were left earlier and then the date for exam. Probabaly soemtime in sep.

What hppsc trying to do cant understand... They are doing an injustice...age limit should remain 35 year..state should not necessarily follow the rules what centre has adopted...
my suggestion to everyone concerned is that if a political leader can serve the nation until s/he is not finally mentally ill or insane, and if justices/judges can be expected to deliver delicate judgements even at the age of 65 or even beyond that in case of special enquiries/commissions, also if military generals can be physically and mentally healthy, perfect, fit and always eagerly ready to serve the nation and society smartly, then what is the harm in allowing more mature educated/experienced people to take up responsible positions and assignments such as HPAS/IAS Etc. as a citizen of a country everyone if educationally qualified must be allowed to compete in such exams. weeding out candidates should be done on merit basis and nothing else. there should be only one agency to conduct such screening exams (the preliminary one), that is UPSC, and the Main Exam should be conducted by the state PSCs...

Regarding the age limit issue, i would like to say a few things. First, HPPSC has made a notification through major news-papers that it is going to reduce the age limit to 30 yrs in HPAS 2011 and provided two chances for all above 30 i.e. 2009 & 2010.
I think there objective is not to reduce the number of candidates.They are just trying to standardising the whole process w.r.t. UPSC.

regarding the age limit it can not be expressed in words what they have done. I wrote the below mail to the HPPSC and a copy to the CM Dhumal also and have posted the same on the FB wall of Anurag Thakur. Respected Sir/Madam,
"This is regarding the advertisement for the HPAS 2011 examination. As per the said notification the age limit for the exam has been set as 21 to 30 years that is very much unlike the trend the HPPSC has followed in the past, moreover there was not any kind of prior notification giving information about the change in the age limit. If there was any please share the notifications or the link where they were posted.
This seems to be a fatal mistake as changing the age limit would severly affect the other aspirants from a hill state like himachal who are unable to compete for this prestigious exams at the wanted/suitable/desired time due to paucity of resources or lack of proper information.
Kindly clarify on the age limit and allay the fears of the other thousand aspirants like me who have been relentlessly preparing for this exam and willing to serve their own state" below is their shit reply:
"The Govt. of H.P. vide its notification dt. 16.11.2010 & 31.05.2011 has amended H.P.AS & Allied Services R & P Rules-1973
and reduced age limit for Genl. candidates from 35 to 30 years and for HP Govt. employees from 42 to 37 Years". The age limit for HPAS 2010 was 35!!!. HPPSC is notorious for doing such things. Lets do something guys. Please come and join.
